1. If all tests which used to support the CE declaration are done by yourselves, normally for lower level products, such as the EMC and LVD directives, then you can use those test data to support your own DOC;

If you don't have the test capabilities, then you need to find a third party to do all required tests, at this time, if still for lower level products, then this third party is not necessary to be a NB, in this case, you can use the third party's test data/report to support your own DOC;

Even for lower level products, you still can find an NB to do the tests, in this case, you can directly let the NB to declare CE for you, but in this case, they will charge you for the EC certificate fee, or they will issue COC to your company, then you still need to prepare your own CE DOC;
