47.2.3 Dry operation

required by 49.2.1 and the control is unlikely to be defeated by the user.

如果有一个Percolator(渗滤式咖啡壶)里面有一个thermostat和一个fuse，thermostat可以过了49.2.1，那要不要短路thermostat做非正常测试？？
