强制申报产品/非强制申报产品
3 k9 C% z; h  G' Y& r    在新南威尔士，由商务部公平贸易办公室(OFT)对电器产品的销售进行控制，产品一旦被发现不安全或可能不安全，可以被禁止销售或由制造商付费从市场上召回。
    由于历史上有不满意的记录，一些产品被归入强制申报的范围。除非标上OFT颁发的“认可证书”编号，否则根据法规不能销售。OFT要求，强制申报产品必须进行测试并符合相应标准，收到附有相应测试报告和样品的申请后，OFT才可能颁发“认可证书”。该证书在澳洲和新西兰是多边互认的，所以在一个州申请的证书可以覆盖整个澳州和新西兰。
8 c2 N- q" E5 n% b: b    OFT也有权利管理连接到电源上的非强制申报产品。法律规定，制造商或进口商对产品安全负有责任。对于所有非强制申报的产品，OFT按照自愿认证的体系进行运作，只要符合测试的标准，OFT会颁发“适用证书”，该证书确认供应商已经为减少他们的责任采取了必要的步骤。

是这样的，澳洲每个洲都由不同的部门或机构管，但通过认证，其他各洲是互认的．包括新西兰也承认的．差别在于权威性不同，除此外，每个洲的机构对待认证的态度是不一样的，有些洲操作起来比较随便，但有些洲就要求严格．但监管部门查起来都是一样严格要求的．这样就会出现一个情况，那些人口比较少工业不发达的洲测试要求不严，厂家拿到证书，产品出到澳洲后，发现产品不合格，而且并不是厂家生产不合格，而且本身在测试过程就没按标准要求．结果产品要求全部召回，并登报三个月，如果没到一定百分比继续召回继续登报．对厂家的损失是很大的．

熟悉澳洲的人都会知道昆士兰是大部分都是沙漠的地带，工业不发达，人口很少的地方．而新南威尔士集中了整个澳洲一半以上的人口工业贸易等．
