It's just an misunderstanding between you and your customer, and it's not so suitable for you to explain this case to UL.
By the way, I think the VN has already been issued at your customers' side, andhold the shipment . Normally if VN was issued and hold shipment happened, then UL will ask:
1. Remove the UL mark from the products;
2. Rework the VN, change the label and let it can fufill the UL's requirements, that means your customer must change the label supplier to another one which has the PGJI2/8 approval.
so in this case, you can try to solve this problem as the above-mentioned ways. and don't be afraid of, everything can be solved.
Finally, the last way is, just for your URGENT case, let your customer invite the UL field representative on behalf of you, then.....
but it's only for short time or one time, later on, you must improve your certification issues, that's for avoiding similar problems in the future and from a long run...

此方法可行，不过需要作好准备，如果UL检验员电话查询或者要求提供证据呢？哈哈！
先出货最重要, 后面在做认证!老毛不是说过吗要先解决主要矛盾!

So that means, there is a risk in this case, cause normally, if you said in this way, the UL field representative will let you show the COC documents which can prove you actually buy this kind of labels from another factory which has the PGJI2/8 certification, the COC documents is for traceability use, such as the invoice, incoming record and the usage record, so it's a little complicated, and if you do not have a good relationship with the UL representative, it will become more complicated, especially if UL auditor found you are cheating him, then you can imagine how serious it is....

Don't be, if VN was issued and hold shipment happened, the UL auditor will focus on these products, and if the VN was not solved , furthermore your client shipped them out, I can tell you the following will happen:
1. The UL auditor will issue another VN cause your client has already shipped out the products with a VN.
2. Your client will be fined by UL as another VN was issued
3. From Ul's side, ship out the products with a VN is very serious, they will consider the IMP procedure( one kind of punishment of UL) , then lots of money will be fined , so you must consider it carefully.
