In CSA standards, “shall” is used to express a requirement, i.e., a provision that the user is obliged to satisfy in order to comply with the standard; “should” is used to express a recommendation or that which is advised but not required; and “may” is used to express an option or that which is permissible within the limits of the standard.以上文字摘录自:CSA C22.2 No.250.13-12,如图:

个人理解:
Shall 必须-----------应
Should应该---------宜
May可以------------可
sometimes, it's not so specific, to fulfil and guarantee the safety requirements is the first priority... And in order to get it, we may improve "may" and "shall" to "should", even to "must" and/or "at least/most"...

shall 应 指满足本规范必须遵从的强制性要求
should 应该 指在多个可能性当中,认为特别合适,但不排斥其它的可能性.或是优选一套措施,但不是要求.或是
在否定证据当中不赞成某个措施但也不禁止
