4.13.1 The hammer spring shall be such that the product of the compression, in millimeters, and the force exerted, in newtons, equals 1000, the compression being approximately 20 mm. The spring shall be adjustable so as to cause the hammer to strike wiht an impact energy and spring compression as shown in table 4.3.
哪位能具体解释一下？

弹簧锤的弹簧应该是有这样的压缩冲程,用毫米表示的话,大约是20毫米, 它能产生的外力用牛顿表示等于1000N. 弹簧应当是可以调节的能够使弹簧锤以table 4.3的冲击能量和压缩位移击打(被测物)

请注意：此处不是弹簧冲击锤

而是摆锤冲击试验装置等同国标GB2423.55

从字面上可以理解。但按1000*0.02=20Nm，比表中大很多。
做照明设备的？走什么国家？哪个标准？

Yes, some test equipments are standardized and the standards just describe it's principle, so you only need to buy one, and then you'll understand. Perhaps, you also can do the equipment by yourself, but to the third party , it needs to be calibrated...
