制造商是这个产品的负责人，设计者。一个产品只能有一个制造商。但是一个产品可以有不同的生产商，生产商只负责生产，并不对这个产品负责，也就是说产品的质量等控制是有制造商负责的。也就是说产品出了问题，找的是制造商。
这个这IECEE 的文件中是有规定的。
