5.3.1 General

shall 表示应该满足的要求，视具体情况而定，如某些要求不适用可以不遵守。

这是看英文标准的习惯的问题，EN 454的5.3.1讲了shall comply with EN 60204-1, with the following requirements...，这里的following就点明了是本标准下面的5.3.2、5.3.3、5.3.4和5.3.5给出的要求，而不是EN 60204-1的要求。

shall表示“必须”的意思，而should才是表示“应该”，即可以选择的意思。

这句话的准确意思是：电器设备应符合EN 60204-1和遵守5.3.2、5.3.3.2规定的要求。
这里的“应”是欧美标准常用表达方式，就是必须的意思。
