Z, JThe Committee of Testing Laboratories is the technical branch of the IECEE and the biggest forum of technical experts representing 127 CB Testing Laboratories, located in 39 different Countries, and operating under the responsibility of the relevant National Certification Bodies (NCBs) members of the IECEE.; \1 X8 K" P& e! w8 N

The Chairman and the Secretary of the CTL are appointed by the Certification Management Committee of the IECEE (CMC) on nomination by the CTL.

; f, b8 \, [* t$ m6 X1 G/ xThe term of office of the Chairman of the CTL is three years. He is immediately eligible twice for re-appointment in the same office, each time for a further period of three years. S7 Z1 N( X! |5 n

The CTL reports to the IECEE-CMC.

WHO IS ENTITLED TO ATTEND THE CTL MEETINGS ?

Any Member Body of the IECEE has the right to participate in the meetings of the CTL.9 _$ E6 a2 x: J* L) x7 t; n. T

Participants in meetings of the CTL are appointed by the Member Body and shall be experts from testing laboratories and, if appropriate, other experts.5 K+ A1 k3 U2 @( [

The names of the participants appointed in accordance with the Basic Rules shall be communicated in writing to the host Member Body and to the Secretary of the CTL in due time before each meeting. Q- e0 l5 u. Z U1 I6 d3 w- G& Q0 u
& n+ I/ F5 S( X& W3 o$ o* _Observers and special Guests may be invited to attend CTL meeting at the sole discretion of the CTL Chairman.% T, V2 n1 e1 s4 }5 R) o% F
/ \2 a" X2 N. H* q3 w, CThe number of participants of a country simultaneously present at a meeting shall not exceed either the total number of NCBs of the country or three, whichever the bigger.

The CTL shall meet at least once a year, preferably in a place where a testing laboratory accepted in the IECEE is situated. It is essential that CBTLs be represented at these meetings.

The Committee of Testing Laboratories (CTL) deals with questions of practice related to the test specifications and test methods detailed in the standards accepted for use in the IECEE, and to constructional details of test equipment referred to in these standards.

The aim of the CTL is to achieve reproducibility of test results and to promote a close collaboration between testing laboratories8 \) u" P# ~9 I8 E( k
! S- q2 ] {+ G7 m; z! X" DThe task of the CTL is to:

" d- i. p7 m! h" ~% o7 Y! ]* E" ja. detail the way in which the tests related to the IECEE have to be carried out so as to achieve the necessary reproducibility of test results,

. D2 ^5 ^+ s' M- Rb. harmonize the design and use of the test equipment referred to in standards and to make recommendations to the relevant technical committee or subcommittee of the IEC for improvements of those standards, 2 Z' M3 B) z$ F+ G
3 j/ ~; _( [% vc. provide testing laboratories with a forum in which practical testing problems can be demonstrated and discussed, and

If the CTL decides that it is essential to revise a test specification of a standard, a proposal detailing the changes shall be submitted, via the Secretary of the IECEE, to the relevant technical committee or subcommittee of the IEC or to the relevant IEC advisory committee, as appropriate. ~+ X1 [7 ~3 ~( ?2 V. " J4 `8 p& A6 |7 z8 F) [As soon as possible after a meeting, the Secretary of the CTL shall prepare and send to the Secretary of the IECEE a report for consideration by the CMC covering. W4 R3 Q% [9 t- o. S- k

Minutes of meetings of the CTL shall be sent by its Secretary to all meeting participants, as well as to the Secretary of the IECEE, within one month of the meeting. They shall embody all conclusions of the relevant meeting, together with a brief account of the discussions. As to confirmation of the Minutes, the provisions of A.1.5 of IECEE 01 apply./ D) x0 k3 D% @5 O

The Secretary of the IECEE shall circulate the confirmed Minutes to all Member Bodies, for information. |
