5.3.2.1 For electronic devices, various semiconductors (solid state) components and electrolytic capacitors shall be shorted one at a time to determine there would be no fire hazard.5.3.2.2 If it can be determined by circuit inspection that some diodes would not cause a hazardous condition or a short would be the same as the “lamp open” condition previously conducted, the component  need not be shorted. Components located in circuits that were capable of delivering more than 50 W of power are to be short-circuited or open circuited in turn. The locus (locations) of the 50 W points can be determined with the method described in the Standard for Fluorescent-Lamp Ballasts, UL 935., o+ y5 C5 U6 M& G7 D% p
5.3.2.3 The device under test was checked for fire hazards by observation, checked for ignition or7 W4 F' e# K. h/ M; h) ]& }5 Q; K

简单地说,点火器非正常试验要做有关元件的短路试验。6 I0 C. ^% T* Q4 T3 q( _

' i" W7 q) m1 }% u4 c问题就是短路是在正常工作之前?还是在正常工作之后?(两者状态有很大区别)

在点亮之前短路。

" O! v" P0 U: n点亮前短路,条件更恶劣,照理应该如此。但从我以前做过的认证报告上看,是在点亮后短路。
. w( q( i* }9 }+ J从标准上看,这里好象没有明确说明。

试想,灯点亮了再短路,可能冒火或是其它危险,此时灯已打开或是点火器在灯具外,怎么可能会引起灯具起火。
& C# q$ L3 |" w$ r- N% J$ H3 f+ g5 O
再者,参考其它标准作法,同样未说明,但都是在工作之前。

正常状态稳定了之后才能作fault condition

所有功能性测试都必须在亮灯之前做
