标题: Seventh Edition of Japan Toy safety Standard (ST-2002)
Only after nine months from publication of the sixth edition of the Japan Toy Safety Standard2 t+ I& h6 f/ o( ]# E
(ST-2002), the Japan Toy Association announced on 28 November 2008 about amendment of the
1 b( ?9 i6 D% g, [Standard for the seventh time. Toys that apply for the ST Mark of the Japan Toy Association
( L, N/ j" _$ J(JTA) shall follow and comply with the new standard on or after 1 January 2009.
  r7 u8 p% K9 _The change relates only to Clause 1.1 of the standard where colouring matters that are produced
* }* `2 M* ~/ I  M, }by chemical synthesis and used on toys shall be selected from those substances as listed in
. s- {  G. x. ESchedule 1 of the Food Sanitation Law Enforcement Regulations of Japan or colour migration) e7 U2 U( w2 F! S  c# h8 t. B
should not be observed after testing. This requirement shall become applicable to:
" |7 f& g5 W4 y- @(1) Toys intended for children of 14 years old and under (instead of “toys intended for, S+ r3 Y2 y3 R  q$ [2 K
children under 6 years of age” in previous edition);
" d7 Z9 H6 z* u: {- p7 y(2) Exception is allowed for textile on toys intended for children over 3 years of age (instead  b. I% L2 [( A3 b, ]- p8 d/ d
of “over 3 years of age and under 6 years of age” in previous edition) where migration of' t0 `/ d& U  j. M2 A; z7 p# c
colour should not be deeper than the colour of the solution which is three time as dense in. r  O( W& \  p
concentration as the comparison standard.7 T* V- ~) T( q
The lately change of the ST standard again brings in line with the latest interpretation of Food
; K' O5 F# D- s1 e0 LSanitation Law of Japan which has been effective on 1 October 2008. While the Food Sanitation
- Z: L* r( f$ s- j1 OLaw is applicable to designated toys that are intended for infants and preschool children (children4 k  b0 X/ g/ j, |
under six years of age), it shall also be applicable to toys intended for higher age groups if there! V; C$ Q; ^4 |6 t& e+ B  @
are possibilities that the toys may cause damage to the health of children under six. Typical toy
2 w" {; w/ D( g  ^examples that fall in this category and subject to the legislative requirements include, but not4 g/ E, @  N0 Y! j. M3 @; `6 S
limited to, transformer toys, mechanical animal robots, board games with small accessories,
# k1 i3 J8 Y% U3 }. O3 l; Itrading cards with printed cartoon characters and food imitation toys.
& F( `7 g- m8 g* f1 D- gThe new Japan Toy Safety Standard now covers a wider range of toy categories on toy safety up
8 e/ Q' @2 X$ M1 D- D6 ?1 ]& @to 14 years of age. This coupled with additional requirements including 8 toxic elements testing/ F0 D4 @7 t. [
for paint coatings and prohibition of both DEHP & DINP in PVC items for children under three, x' r8 r- e$ a* ~6 o4 b
have made the standard more stringent than the Food Sanitation Law. Toys therefore complying0 M8 t* G" W) C5 @& u8 U) m
with the new Japan Toy Safety Standard shall be deemed to comply with the Food Sanitation
$ n% _/ ~' d6 Y2 j5 O- ZLaw as well.
