Its aims are to make the people who place chemicals on the market (manufacturers and importers responsible for understanding and managing the risks associated with their use.) and to provide a high level of protection of human health and the environment from the use of chemicals. * a0 [) `' Y. d2 [: N6 c& ~
A major part of REACH is the requirement for manufacturers or importers of substances to register them with a central European Chemicals Agency (ECHA). If you do not register your substances, then the data on them will not be available and as a result, you will no longer be able to manufacture or supply them legally. 0 x) k; h+ F/ R2 ^REACH applies to substances manufactured or imported into the EU in quantities of 1 tonne per year or more. Generally, it applies to all individual chemical substances on their own, in preparations or in articles (if the substance is intended to be released during normal and reasonably foreseeable conditions of use from an article). 9 L- u5 X2 J* q B* c7 x6 [
The registration of those substances already being manufactured or supplied is to take place in three phases. These phases are spread over 11 years. Manufacturers or suppliers need to pre-register their substances from 1st June to 1st December 2008. Below is a timetable. 5 B" e$ a9 W+ J) \8 f0 _

Some substances have hazards that have serious consequences, e.g. they cause cancer (carcinogenic), or they have other harmful properties and remain in the environment for a long time (persistent) and gradually build up in animals (bioaccumulative). These are 'substances of high concern'. 物品中的需要授权的高关注度物质(SVHC)在物品中的总量超过1T/年,在物品中的质量分数超过0.1%,必须通报欧孟化学品管理局.
