有人知道这个的区别么？MEPS注册 TV

这个tier 1 和tier 2的区别 是什么 ？来个大虾看看呼呼！:)

MEPS are implemented in two tiers. Tier 1 MEPS will apply to all television sets imported into Australia on or after 1 October 2009. Tier 2 MEPS will apply to all television sets imported into Australia on or after 1 October 2012
