附加绝缘穿透有要求的,家电1mm。另外,电容外壳与带电体打过耐压,我认为是达到基本绝缘要求。如果想用热缩套管,那么热缩套管1层先需要打耐压,通过后做附加绝缘需要2层以上,也需要做试验。 OSM/EE DECISION SHEET

Question 1) Minimum distance through insulation
Can the insulation of an electrolytic capacitor be regarded as basic insulation?
(see attached photo) ?
Along the side of the component the plastic insulation will withstand the electric strength test (1500V ac). However on the top and bottom of the capacitor the plastic is stretched / bended around the edge, and the insulation can therefore be mechanically stressed. The question is, can this be accepted as long as the insulation withstand the electric strength test, without any further considerations?

Question 2) A common failure mode of electrolytic capacitors causes a pressure build up within the component, which results in the capacitor expanding in size, to the point where the outer marking sleeve/insulation may split – exposing the capacitor can (normally connected to the negative capacitor terminal).
Is it permissible to consider that the outer marking sleeve/insulation of electrolytic capacitors, as meeting the requirements of thin sheet material (EN 60950-1:2006 Sub-clause 2.10.5.6 and EN 60065:2002 Clause 8.8), without taking into account this possible failure mode?

The conclusions from OSM 2001, agenda item 9.6 was agreed to be applied and converted to Decision 10/1, item 1:
On the side the insulation can be regarded to comply with the requirements for basic insulation, but on the bottom or top side all manufacturing tolerances have to be taken into account. Information of the manufacturer (especially variation due to ageing) is needed.
