我觉得广义上的安全，还是应该算的，只是我们平时安规考虑更多的直接影响，没有太多考虑更深层次的影响。

RoHS is nothing to do with Safety. In fact, RoHS focuses on the environment protection. So far as i know, the EU authority is preparing new regulation RoHS 2.0. This new RoHS Directive will be put under CE Directive in 2014. After 2014, a product must meet the requirements of below four Directives in order to affix the CE-Mark onto its label:
   - LVD Directive
   - EMC Directive
   - ErP Directive
   - RoHS Directive

不算。安规考虑的是安全问题，而能效问题是涉及节能问题。考虑的角度不同。安全问题是根本，能效是更一步。有安全问题的产品，就是再节能，也不能通过认证。
