After consulrting some guy, He told me that it is very complicated to get certificate of insultation tape in Europe under consideration of thickness, adhensive, flame retardancy. as said there is no such tape reaching the EU standard, except the brand 3M and another Janpanese unamed brand.

You mentioned test items can be covered by UL746C, but from my side, even if you wanna have the CE approval, and if your company is not an European company, then you can consult some approval agencies which have the authorization that can help you do declare the CE, to get further information about how to get the CE approval.....
