For the Fee related with UL, explain as below:
1. Annual maintenance fee: be charged as the files No., for your factory currently, you must pay for the main files belongs to your main factory, and the multiple listing files belongs to your subsidiary, and this kind of fee is one time cost;
2. Follow-up insection fee: will be charged after the factory inspection happens.
As to your factory(PGDQ2/8 and PGJI2/8), in UL 801 bulletin, there is a description that max 2 times if all samples are available during these two inspections, if during one inspection, all the samples are available, then one time is OK, but for PGAA, one time per year is OK.
3. FUS sample testing fee: depends on how many samples do you have, if so many, it will be higher, but not increase as times.

All the fee described above is not same for different UL products, but what you said, just the annual fee for your UL files is more than 10000USD, that's reasonable, cause you have three kinds of UL files...
