风扇EUP的一个疑问

请教各位，我现在有个风扇做EUP，有个调速器，插上电，算“OFF” 还是“STANDBY”，但是无论算“OFF” 还是“STANDBY”，都是0W功率呀，这种产品需要做EUP吗？有没有相关的文件解释这样的情况？

待机模式指：设备连接于主电源并依赖主电源的能量输入进行应有的工作仅提供以下功能，并可持续一段不限定的时间：重新激活功能，或重新激活功能及相应的功能指示显示信息或状态

关闭模式指设备连接于主电源且不提供任何功能的情况
下列情况应考虑为关闭模式：
仅提供关闭模式指示的情况
仅提供依据2004/108/EC指令所应有的电磁兼容性

主要是买家方面想有个证明性的东西，我问过认证机构，他们的意见是做一份能耗的报告。
问题不在于你的是否0能耗，问题是你的客户是否接受你们的自我宣称。
