DOC（Declaration of Conformity）
In the Declaration of Conformity the manufacturer declares that the product is in conformity with the essential requirements of the Directive 1999/5/EC of the European parliament and of the Council.

COC (Certificate of Conformity)
Document certified by a competent authority that the supplied good or service meets the required specifications.

销往美国的玩具产品所要的COC,可能不同于LS所说的COC.

也有可能是这样一种意思,因为楼主是销往美国的玩具产品,如果是公司申请了UL认证的话,对于塑胶零件部就可以要求供应商提供：塑胶材质保证书(COC)Certificate of Compliance of Plastic Material
