cl 14.3.4.2 winding of class I construciton

--the insulation between hazardous live windings and the protective screen shall comply with the requirements for BASIC INSULATION according to 8.8 dimensioned for the hazardous live voltage;

- the insulation between the protective screen and non-hazardous live windings shall comply with
the requirements for dielectirc strength according to table 5, item 2;
为什么在保护屏蔽层与非危险绕阻之间还要打而压呢？

也就是说在他们之间需要基本绝缘或附加绝缘！

既然hazardous live windings 和 the protective screen 满足了基本绝缘的要求，且protective screen已经接地，为什么protective screen 和non-hazardous live windings 还要table 5, item2的电气强度要求呢？
