天花灯结构问题

公司一个天花灯，连着一个驱动电源，电源为非隔离的，现在问题是天花灯外壳是用三个卡扣卡住的，用手可以将卡扣拆掉（就算是一只手也可以将卡扣一个个的拆掉），能碰到里面光源的正负极。这种结构应该不行吧？

Covers in fixed luminaires that cannot be removed by a single action with one hand are not
removed. However, covers which have to be removed for changing lamps or starters are
removed for this test.

So I think this construction is OK if the lighting sourice is not replaceable.
