很难理解标准里的一句话

If a cover or cover-plate, or a fuse can be removed without the use of a tool, or if the
installation instructions for the user indicate that, for the purpose of maintenance, when
replacing the fuse, covers and cover-plates fastened by means of a tool have to be removed,
the protection against contact with live parts shall be assured even after removal of the cover
or cover-plate.

一逗到底，有点难理解。大家怎么看？

意思是如果有盖子，盖板，或保险丝可以不借助工具就可以移开，或在给用户的安装说明书中有写到出于维修的目的，当替换保险丝，盖子，或移开被工具紧固的盖板时，都需要考虑接触带电部件防护！

不借用工具就可以移动的盖子，盖板或保险丝，或在给用户安装说明书中指出由于维修目的，更换保险丝，或拆开用工具固定的盖子，盖板。当这些部件移开后要考虑接触带是部件防护.
