1.5.1 General
Where safety is involved, components shall comply either with the requirements of this
standard or with the safety aspects of the relevant IEC component standards.
NOTE 1 An IEC component standard is considered relevant only if the component in question clearly falls within
its Scope.

NOTE Z1 The use of certain substances in electrical and electronic equipment is restricted within the EU: see Directive 2002/95/EC.
我们都知道，在涉及安全的情况下，元器件应当符合本标准的要求，或者符合有关元器件的国家、行业标准或IEC标准中与安全有关的要求。但是Note Z1中有提到EU: see Directive 2002/95/EC.这个要求我们安规需要考虑吗？还是说只要元器件只要满足了相关元器件标准的同时，这个EU: Directive 2002/95/EC已经考虑在内了呢？求高手指点，谢谢！！！
