交流转交流电源是否在Rrp范围内
我看到No.278/2009细则中范围不包括2. This Regulation shall not apply to:
(a) voltage converters;
voltage converters是否包括所有的交流转交流电源（适配器）？还是只有转成110V的不在Erp范围内？
另外，converter和adaptor两个概念有没有专门定义？我看交流转交流的也可以叫做adaptor。

AC-AC附录I有列出要求，
A Voltage converter is an appliance that converts the voltage at source to the desired voltage on your appliance, or, electronic equipment.
An Adapter is an equipment that connects your appliance, or, electronic equipment, to the socket on the wall.

哪个附录？我看了指令和细则的附录都没有这一段。
这2个定义看上去不是很严谨啊，电线组件也符合这个定义。
