Question:
Can water be substituted for loading and filling purposes where appropriate?
Decision:
It was agreed that water may be substituted for most fluids. Where leakage or spillage occurs
then, if necessary to determine the consequences, the actual fluid may be applied in limited
locations.
In case of doubt, the specified material should be used.
