Question:
Measuring equipment (not kWh-meter) that is permanently installed in the service equipment has a
power supply unit which is connected close to the incoming service and the kWh-meter. The device
sends information to the electrical company, utilizing the mains service and
connected close to it. This is to my knowledge a CAT III area.
Since CAT III has been withdrawn for mains circuits (6.7.2), the requirement for a 300 V mains would
be 3 mm air / 3-6 mm creepage / 2 224 Vrms Test voltage on the supply side, according to table 4 and 9.
Decision:
In this case you can apply CAT III for measuring circuits.
